Internal records and independent investigations tell a different story. These tools are applied unevenly, leaving openings that allow dangerous drivers to keep taking passengers.

A 2025 report in Violence Against Women, “Every Eight Minutes: The Crisis of Sexual Assault in Uber Rides,” found that between 2017 and 2022, Uber received a report of sexual assault or sexual misconduct in the United States nearly every eight minutes. 

That adds up to more than 400,000 reports over five years—far higher than the figures Uber had publicly shared.

The investigation described a pattern familiar to many survivors:

  • Many assaults occurred during late-night rides or involved drivers with prior complaints.
  • Proposed safety measures such as in-car cameras, women-for-women matching, and stronger trip monitoring were delayed over business concerns.
  • Classifying drivers as employees would have increased company costs but also created stronger accountability and oversight.

By keeping drivers classified as independent contractors, Uber shields itself from legal responsibility for assaults that occur in its vehicles. Survivors are left to face the impact alone while the company avoids accountability.

Uber has since announced a pilot program, Women+ Connect, allowing women and nonbinary riders to choose same-gender matches in select cities. The rollout, initially planned for 2024, remains delayed.
